How to fill in a difference between T4 and RL1 if the system gives you only one slot

Hello, 
I'm hoping someone will be able to help.
On my T4, #56 is empty, but the equivalent on the RL1 (I) isn't, but there's only one space in the system for both numbers, unlike 44 and F. 
What do I do?

The RQAP is managed entirely by Québec, so just use the RL 1 value in box 56.
